Symptom:
The VSMS database service fails to start when the VSM software starts, and the /usr/BWhttpd/logs/mysql.log reports a "number 13" error:

InnoDB: Operating system error number 13 in a file operation.
InnoDB: The error means mysqld does not have the access rights to
InnoDB: the directory.

Conditions:
This is caused by incorrect file permissions and ownership on the core data files of the MySQL server software which must be owned by the user 'mysql'.
