Symptom:
When attempting to upgrade TMS to 14.3.2, an error is encountered that will cause the upgrade to fail. The failure event is that the SQL database (tmsng) can not be upgraded. The following error will be seen in the databaseinstalllog:

Error Code 2627 at line 26: Violation of PRIMARY KEY constraint 'PK_SchedulerEvents'. Cannot insert duplicate key in object 'dbo.SchedulerEvent'. The duplicate key value is (22).

Conditions:
Upgrading TMS to 14.3.2 from a previous version where a scheduled event to update TMS user information from Active Directory is enabled.
