Description (partial)

The EC is reported to be offline in ECS. The alarm previously raised is not getting cleared.

- EC is disconnected. The EC process never tries to reconnect (This issue will be handle it in other BR)
- Bounce snmpTrapHandler
- This message is seen in Register service
