Description (partial)

Symptom:
can't answer call by speaker/headset/handset when MNC/BT set to 1/1

Conditions:
cucm : 10.0.1.10000-24
phone load : sip78xx.1-2-3-4

steps:
1.register phone to cucm. set MNC/BT as 1/1.
2. make a call to the phone. 
3. try to answer the call by speaker/handset/headset, failed. a toast popup, says 'unable to create call .....'
only line key and softkey work.

epxect: call should be able to answered by speaker/handset/headset.
