Description (partial)

Per an upgrade from 1.5 MR 1 to MR 3, the manage licenses page will throw an error due to receiving an unknown status from ELM. This makes the ELM page inaccessible via the CWMS administration page, although it is still accessible directly.

 By design, this can occur during upgrades or failover events and administrators much wait for timed audit jobs to occur over 48 hours. After this time period, the error will disappear and the Manage Licenses button will be available again.
