Symptom: VCS can experience high memory utilization shortly after system restart due to high load caused by large number of provisioning requests, registration requests, phonebook requests, presence updates, and at the same time high amount of data to be synchronized between the cluster peers. Conditions: VCS is in cluster. Issue gets worse with higher number of peers and big number of provisioned users.
