Description (partial)

Symptom:
Although the output standard of an output MPTS on DCM is set to ATSC, the DCM remaps PIDs to a value 32 or higher.

Conditions:
In a configuration where multiple output MPTS programs use the same PID value which causes the DCM to remap the conflicting PID values. By default DCM will start from PID value 32 when it allocates a new output PID value.
However, if the output standard is ATSC, PID values below 48 (0x30) are reserved and should not be used for program elements.
