Description (partial)

Symptom:
Minimum or Reload delay are chosen by HSRP not according the expectation for slow to boot hardware - hardware where it takes over 4 minutes to boot.   Notably the cat6k and ME3800 series switches.

As a result HSRP becomes active when the router is not ready to send or receive hellos.   This results in network instability while the routers become active with the protocols not quite able to communicate.

Conditions:
The issue is only known to affect the ME3800 and cat6k-sup2T platforms which are very slow to boot.

Command affected
standby delay minimum <delay> reload <delay>
or
standby <group> preempt delay minimum <delay> reload <delay>

but only with routers in play which take >4 minutes to boot.
