Description (partial)

Symptom:
When Jabber is on a call and loses network connection, it will enter into call preservation status as expected. But video mute button should be greyed as designed.

Conditions:
Step to Reproduce:
1. sign in webex/Cisco Unified Communication Manager in corp network using username@example.com
2. make a call to peer
3, turn off wifi and enter into call preservation status after call connected
4, check the video mute button
