Cisco Bug: CSCum42079 - OCSUnrechble cdr relesed again if server doent respond to CCR-U aftr RAA

Description (partial)

Symptom:
OCS-Unreachable cdr released again when server does not respond back to forced-reauth CCR-U generated after RAA. On receiving RAR from OCS in server unreachable state GGSN sends RAA (DIAMETER LIMITED SUCESS) followed by FORCED_REAUTH CCR-U. If OCS responds with CCA-U before response timeout, ocs reachable cdr is correctly generated, but if this CCR-U also fails and does not get CCA-U before response timeout, GGSN is again generating ocs unreachable though we had immediate previous ocs unreachable cdr.
So, how can we have 2 consecutive ocs unreachable cdrs, ocs unreachable cdr is released on transition from reachable to unreachable state. To enter in unreachable state again, we should first exit unreachable state.
So, at the time of exiting ocs unreachable state, we should have ocs reachable cdr.

Conditions:
