Cisco Bug: CSCum41473 - LBM reserve audio bandwidth for video calls if no audio bandwidth avail

Description (partial)

Symptom:
When video endpoint makes a call to non-video endpoint, LBM reserve the audio bandwidth even if there is no enough bandwidth. 

For ex. 

Call is g711ulaw 
Audio bandwidth is set for 60 KBPS 
Video bandwidth is set for 384 kbps. 
configuration: 
(phone location) Phn-loc is set to 60 kbps with Hub_None 
(SIP trunk location) trunk-loc is set to unlimited with Hub_None 

When Jabber client make the call to unity connection, call is establish where there is no audio bandwidth available for 1 g711 call 

When a 79XX makes a call we get error message, not enough bandwidth

Conditions:
Insufficient audio bandwidth between two locations.
