Cisco Bug: CSCum41211 - 1.2 upgrade rollback does not clear all DB tables and indexes

Description (partial)

The issue here is that , when a ISE node upgrade to ISE 1.2 version is failed , then the node automatically rolls back to previous ISE version. When it is rolled back it is not clearing all the DB tables and indexes that were created for the upgrade. So when the rolled back node is joined to the deployment the indexes are getting mismatched with the Primary Node indexes and this moving the replication status as Replication Disabled.

The nodes show "OUT-OF-SYNC". This is cosmetic in nature as the backend replication operations happen normal.

Failed upgrade to 1.2 and rolled back.
