Symptom:
According to CCO doc at:

http://www.cisco.com/en/US/partner/docs/security/ise/1.2/api_ref_guide/ise_api_ref_ch4.html

it suggests the URL syntax should have [nas_ip]/[device_ip] at the end.

However the CoA REST API doesn't work, if we put [nas_ip]/[device_ip] at the end.

Conditions:
[nas_ip]/[device_ip] is put at the end of URL.
