Description (partial)
Symptom: Steps to reproduce this problem: 1- Configure a manual multipoint VFI with a Pseudowire that is forward referencing a non-existent pseudowire class. Example: <CmdBold> l2 vfi vpls_test manual vpn id 100 bridge-domain 100 neighbor 20.20.20.20 pw-class test <noCmdBold> 2- Add the missing Pseudowire class. The problem is that the Pseudowire remains down. Example: <CmdBold> pseudowire-class test encapsulation mpls ! <noCmdBold> Conditions: The issue is consitently reproducible for manual multipoint VFIs as long as the VFI PW is configured first with a non-existent PW-Class then the PW-Class is added later.
