Description (partial)

Symptom:
Traffic in the CAC redirect class is getting dropped if ABF path is used. Normal ABF is working fine with cac policy. Issue is seen only in CAC redirect class. In CAC admit class traffic forwarding working fine. 

Drops are accounted against ?MDF_HWOFF_UNIDIR_NP_REDUN_DROP?  and ?PUNT_NO_MATCH? counters.

Traffic is getting redirected and accounted in the policy matched counter. But not transmitted and all drop counters are zero.

Conditions:
Traffic in the CAC redirect class is getting dropped if ABF path is used. Normal ABF is working fine with cac policy. Issue is seen only in CAC redirect class. In CAC admit class traffic forwarding working fine.
