Symptom:
Emails back up in the workqueue, from timing out in AV scanning.  And status displays "Paused on services: antivirus"

Conditions:
Certain emails can get stuck in AV scanning for much longer than the configured AV timeout, and can cause other emails to timeout during AV scanning.
