Description (partial)

Symptom:
Fail to scroll session bubble immediately after busy trigger is reached.

Conditions:
1. set busy trigger to 4 on phone
2. Setup 4 calls on phone.
3. Try to transfer the call,  a toast "Max numbers of calls has been reached" will pop up.
   at the same time, press the Nav-up key try to scroll session bubble, failed.
if you wait for about 2 second, then it will work again
