Description (partial)

Symptom:
Multicast packets getting punted to CPU and no mroute gets created.

Conditions:
Packets received by a switch on a routed interface on a group configured as VxLAN delivery group get punted to the CPU. However, software does not install an (S,G) group for such a group, and hence such packets keep coming to the CPU. They are rate limited by the hardware policers
