Description (partial)

Symptom:
8945 SCCP: Cannot unmute video if both SCCP/SIP set to Video On AT off 



CUCM version: 10.0.1.10000-1
Phone load:   SCCP 894x 9-4-1-9

Reproduce steps:
1. PhoneA is SCCP Phone and PhoneB is SIP phone. Both PhoneA and PhoneB are set to video ON but AutoTransimt off.
2. Setup one call between PhoneA and PhoneB. In this case, PhoneA is shown as an audio only call with video mute icon on call session UI. 
The Camera LED is lit red and Video Mute Buttion is red.
3. Try to unmute video on PhoneA.

Problem: 
In step3, no response if press Video mute button on PhoneA.
