Description (partial)

On GUEST account creation a change in Time Zone is not getting reflected with the new updated allowed time to login.

The Default timezone of a new sponsor who did not adjust his timezone in ?my settings? is GMT -0 (UTC time).
Create an account. When the ?create account? page had been pressed then lets say ime was 1:20PM EST.
The user selects a ?StartEnd? profile.
Per default it comes up of course with UTC and the adjusted time for 1:20PM EST into UTC to 18:20 UTC.
Now users want to adjust the timezone during account creation so they select a new timezone.
Issue #1 ? when selecting the new timezone the actual start/expire time is not updated. It is still shown as 18:20 ( as per above Example ).
Issue #2 ? when the user tries to update the time he cannot do that. E.g. when he want to have the account to start at 2pm EST the system does not allow him to select 2pm (14:00). The slider simply does not lock down there.
