Description (partial)

Symptom:
8945 SIP: Cannot Register successful if duplicated IP addr ever happened



CUCM version: 10.0.1.10000-1
Phone load:   SIP 894x 9-4-1-8


Reproduce step:
1. Firstly phone is in un-registered state (ex: disable the auto-register but did not add this phone in CUCM).
2. Then Disable the DHCP and set the static IP address which is duplicated with another phone's IP.
3. After the header "Duplicated IP address" shown in Phone, enable the DHCP from phone UI.

Problem: 
In Step3, even the DHCP has been enabled and phone has got new IP addr, but phone is still in duplicated IP addr state. 

8945 SCCP also has this issue.
