Description (partial)

Symptom:
Jabber still register to SRST Router after "callmanager" start again after SRST

Conditions:
Step to reproduce:
1. Sign in Jabber, make a call to external user to make sure jabber register to CUCM
2. Stop "Cisco callmanager" service on CUCM.
3. Jabber iphone send register to SRST router immediately.
4. Make a call to external user, but failed. 
5. Start "Cisco callmanager" service again on CUCM.
6. After 115s, Jabber send register to CUCM again.
7. After 12s later, Jabber send register to Router again.
8. When jabber call an external user, jabber still send INVITE to SRST.

expect result:
Jabber should send INVITE to CUCM to make a call after register back to CUCM

Actual result:
Jabber send INVITE to SRST Router to make a call after register back to CUCM
