Description (partial)

Jabber enter into a weird status can got incoming call toast but can't make/receive call

Step to reproduce:
1. Login Jabber on iPhone A
2. Login same account in iPhone B, phone service will be taken on iPhone B
3. Sign out Jabber on iPhone B
4. Try to make call in iPhone A, it's failed, but phone service show connected since graceful registration feature is not support for Dial Via Office account
5. Wait for a while and make/receive call again

Expect result:
Should can make/receive call on iPhone A after sign out phone service on iPhone B.

Actual result:
Can't make out call on iPhone A, no response when press call button in keypad, recents, contact profile.
Can got incoming call toast but can't answer the call.
