Description (partial)

Symptom:
vPC+ suspends when the final vPC member link is removed on peer device.  vPC suspends the remaining link on the local vPC+ device due to hardware consistency.

This was observed on F2e cards.

Conditions:
occurs when removing the final link on the vPC+ peer device causing the hardware type 'Empty'.

This occurs even though graceful consistency check is enabled (default)
