Description (partial)

Operators can have certain privileges which a administrator can assign from the server configuration, wherein they can change the queue behavior on the fly for increased flexibility. 

Its been observed that customers need their AC client operators to exercise greater control on the queues and have less dependency on system administrators for dynamic changes or requirements with regards to queue forwarding or changes in the overflow DN.  
It is thus required to give the client greater flexibility to either forward their queues on the fly using an administrator assigned privilege.  Operators based on their privilege can then modify the queue behavior on the fly from the AC client for either of the 2 enhancement requirements.

1. Queue forwarding to a specific queue or DN
2. Overflow number for a Queue to change
