Description (partial)

Symptom:
After reloading the active router in a CUBE-SP redundancy group, the new standby router("active" before reload) advertises OSPF routes learnt on the SBC interfaces to it's peer despite the SBC interfaces are down/down.

Conditions:
Reload the Active router in a CUBE-SP redundancy group. OSPF is configured on the SBC interface(s).
