Description (partial)

Symptoms: A router may crash on boot when trying to read the retryDb.

Conditions: This can happen due to a race condition when processing notification of PWHE interfaces from interface manager (IM). What happens is that IM notifies us of the PWHE interface, and we send a pulse to the v4 thread to process the notification. The v4 thread processes this pulse before it has got far enough in its own initialisation, and so it crashes as it dereferences a NULL/uninitialised pointer.  The is first seen in 5.1.1
