Description (partial)

If we send high bandwidth multicast traffic to a single fabricq that results in congestion, we could see the health monitor triggering a PON reset of the particular fabricq.

When there is high bandwidth multicast traffic to a single fabricq, we could have cells being lost, and hence result in packets dropped due to incomplete packets.
The fabricq health monitor thereby sees packets coming into the fabricq but not going out. 
Because of this after 5 mins, the health monitor does a ponreset of the fabricq.
