Cisco Bug: CSCum24037 - "show hw-module fpd location all" hinting to downgrade rommon with v2.0

Description (partial)

The ROMMON image downgrade from versions 2.00 and above is not supported on certain cards.
This is prevent any future hardware / software incompatibility.
This is attributed to CSCug38404

Symptom:
1. '#admin show hw-module fpd' CLI shows rommon image version 2.00 or above  
2. The 'Upg/Dwn' column for the image is marked as 'Yes' in the CLI output
3. On attempting the fpd upgrade operation, the operation is unsuccessful.
4. A syslog message indicating that the rommon version is severly up-rev:
   LC/0/3/CPU0:Dec 19 05:56:59.697 : rommon_fpd_agent[312]: %PLATFORM-UPGRADE_FPD-4-UP_REV : rommon instance 0 is severely up-rev (V2.00), downgrade to (V1.29). Use the "upgrade hw-module fpd" CLI in admin mode

Conditions:
1. '#admin show hw-module fpd' CLI shows rommon image version 2.00 or above  
2. The 'Upg/Dwn' column for the image is marked as 'Yes' in the CLI output
3. '#admins show fpd package' shows the rommon version for the card type to be less that 2.00
