Description (partial)

Symptom:
SD/SF CLI allows customers to configure thresholds that are outside the recommended ranges per configured mode

Conditions:
Allowed ranges for SF/SD are;
CLI for IF SF: min 1e-4, max 1e-12
CLI for IF SD: min 1e-3, max 1e-12
CLI for controller SD/SF: min 1e-1, 1e-1

Try to configure SF/SD values outside this range. The command is accepted.
The SD allowed range should not be higher than the SF range. 
The default values should be the max BER allowed.
Ranges should be adjusted per application/mode.
Values out of range should not be accepted. It should be rejected by the CLI.
