Description (partial)

Symptom:
When configuring L2TPv3 pseudowire redundancy, "backup peer" command cannot be configured under xconnect command on C881.

C881(config)#int f4
C881(config-if)# xconnect 10.51.1.2 2001 encapsulation l2tpv3 pw-class FLETS
C881(config-if)# <<<< Does not enter xconnect mode.
C881(config-if)#backup peer ?

Conditions:
When configuring L2TPv3 tunnel on C880 router under a WAN interface. Other platforms such as c890, c1900, this issue is not seen.   The issue happens only for "advipservices" license. No issue when "advsecurity" license is used.
