Symptom: PeriodicUploadTime displayed in DPE CLI / available in DPE cache is different from what is sent to DLC in SPV during config sync. Conditions: When the configuration template is changed, the parameter key changes and so the configured parameters are sent to DLC as SPV during the next CWMP session. The Random values for "PeriodInformTime" and "PeriodicUploadTime" is computed and also sent as part of SPV. But at the end of this CWMP session, DPE updates the applied parameter key value to RDU, triggering a regeneration. This again computes the random values and notifies the DPE cache.
