Symptom: TNC reloads two times when the node boots in non-FIPS mode during upgrade/revert. Conditions: When the user downloads a new FIPS compliant release, in a FIPS enabled node and disables the FIPS mode, the TNC goes for an extra reboot. This is due to an inconsistency between the FIPS mode file and the DB which is configured with FIPS mode as OFF. This problem happens only when a new package is downloaded if the node is in FIPS mode, and FIPS mode is disabled, and the new package is activated.
