Cisco Bug: CSCum17761 - aggregate based WRED(DSCP or Prec-based) fail to program in ES for SRE9

Description (partial)

Symptom:
When apply aggregate based WRED (DSCP-based or Prec-based)  under port of 76-ES+T-40G, we will see below err-msg indicating hw programming failure,
*Dec  5 19:24:38.335: %X40G_QOS-DFC3-3-ACTN: HW programming failure: configuration failed for GigabitEthernet3/1

Conditions:
for ports of  7600-ES+20G3C,     7600-ES+40G3C  and 76-ES+T-40G, when running with SRE9,aggregate based WRED (DSCP-based or Prec-based)  will be failed to program.

Below releases do not have such issue,
1.	SXF, SXD, SRD, SRC, SRA  
2.	SRE train except SRE9
3.	15.1 and onwards
