Cisco Bug: CSCum16487 - SUP2/2E XBAR actual power draw shows as N/A from non-default VDC

Description (partial)

Symptom:
When trying to view the "Actual Output (Watts)" power output of the Fabric crossbars (XB/XBAR/Fabric) from inside a VDC it will show a status of "N/A" in the readings. When moving back to the Admin VDC showing the output again will show the actual readings.

Conditions:
When inside of a VDC on a Nexus 7000/7700 series switch you run `show environment` or `show environment power` you will see that the "Actual Output (Watts)" fields for the Crossbar/xb/XBAR show N/A
