Description (partial)

Symptom:
CSV Sync will only update the directory with new contacts if GUID is populated for any new contacts being manually added to the CSV file, if you add the new contacts to the top of the list without a GUID, or if you delete the GUID of the first contact in the list and add your new contacts to the end of the list. Otherwise, if you just add new contacts to the end of the CSV file contacts list without a GUID, they're not added to the directory.

Conditions:
- 2 contacts in new CSV file to be sync'd formatted as: 
Last Name, First Name, Telephone number, Department, User Field 1, User Field 2, Site, Building, Directory URI
- Launch application, and the contacts are imported. If you now look at the CSV file there is a GUID association prefixing each contact. 
- Now, add a third contact (without specifying a GUID, just use the format above).
- Re-sync the CSV and third contact will not be added to the directory.
