Description (partial)

Symptom:
10GFC traffic on WSE with Brocade interop wont come up if Squelch mode is set to "Squelch" on WSE

Conditions:
1. Configure WSE card in TXP mode.
2. Configure 10gfc client and otu2e trunk on WSE.
3. Configure Brocade switch with 8gfc .
4. Connect Testset to F port of Brocade .
5 .Connect WSE 10gfc clinet to E Port of Brocade.
6. Configure 10gfc Client Squelch mode On
7. Traffic will be down.
