Description (partial)

Symptom:
10gfc traffic wont come up if Brocade has VCINIT and FEC settings turned on during interop .

Conditions:
1. Configure WSE in TXP mode
2. Configure 10gfc client and OTU2E trunk on WSE card.
3. Configure Brocade switch with 8gfc traffic and connect F port to the testset .
4. Connect the E Port of Brocade with client port of WSE.
5 . Configure VCINIT or FEC to ON on the E-Port(ISL Link)
6. 10gfc traffic goes down.
