Description (partial)

Symptom:
CPU may experience high cpu when using dhcp proxy and the BNG pie loaded without any subscriber policies activated or configured on the receiving dhcp access interface.

Conditions:
Standalone DHCP proxy (that is using proxy without any bng/subscriber policies on the access interface) and the BNG feature pie installed and activated.

This problem is NOT seen when you are using dhcp proxy in combination with a subscriber policy.
