Description (partial)

Symptom:
when input rate is higher than 200Mbps for 3 seconds consistency, there is no SET ALARM message raised, just RESET cleared message observed.

Conditions:
When the combined bitrate of all services for all PEs that are routed to the TXB exceed 203.04Mbps
