Description (partial)

Symptom:
A Multilink interface may not come up after an RP fail-over.

Conditions:
This behaviour may be seen on a router using IOSXE, such as an ASR1000 router. It might be seen on a Multilink interface after an RP fail-over, caused either from issuing a "redundancy force-swithcover" command, or from an RP crash. The bundle may stay down, even if all of the T1/E1 links are up.
