Cisco Bug: CSCum12467 - New AD photos do not populate in client

Description (partial)

Symptom:
1.a. After doing Right click -> View profile on a contact whose photo was update, the updated photo is retrieved
1.b. After doing Right click -> View profile on a contact whose new photo was added, no photo is retrieved
2. After restarting client only updated photos are retrieved, new photos are not retrieved

Conditions:
Using PhotoSource attribute in jabber-config.xml file to pull contact photos from Active Directory. Some users already have photos in AD. Some users do not have photos in AD.

1. Update photos for the contacts that already have photos
2. Add photos for the contacts that do not have AD photos
3. Right click -> View profile on the contact 
        OR 
    Restart client

Expected:
1. After doing Right click -> View profile on the contact, new or updated photo should appear 
2. After restarting client, new and updated photos should appear for contacts
