Description (partial)

Symptom:
<CmdBold>switchport monitor<noCmdBold> when configured after the port (primary port) is changed to rate-mode dedicated, then ping will fail on other ports belonging to the same port-group of an M1 card.

Conditions:
Issue is seen primary on M1 card where port-groups exist. Another required condition to configure rate-mode dedicated on the primary port and then configure "switchport monitor" on it and then bring the primary port to rate-mode shared. Then this issue will be seen.
