Description (partial)

A VoLTE subscriber (IMSI 311480059630563) cannot accept a terminating phone call to their VoLTE device.

This issue seem to be related to session recovery on the standby chassis.  Either the subscriber session is check pointed to Standby (The IPv6 next-hop is not learnt from the IP pool) or incorrectly learnt.  As a result, when the egress IPv6 traffic is routed out, it is routing using the default gateway.
