Description (partial)

Symptom:
Desktop says "Make a new call", but you cannot actually make any new calls. Also it will not render any calls that actually come in, since initialization never completed.

Conditions:
If clicking on "Make a new call" does not actually open the keypad and allow you to make a new call.

It appears that changing state to "Ready" seems to alleviate the condition by continuing and completing the rest of the gadget initialization.

Note that this is an extremely rare race condition where the Desktop makes an API call which succeeds, and then very soon after, the Call Control gadget attempts this same request which then fails.
