Symptom:
Using CSM 4.4 or 4.5, under the retire column in the IPS signature section is not able to be set properly with the action cell context (right click).   

When you right click the retire column to set the retire status, it will sometimes come up with the wrong selection or it wont allow you to select anything.   There are four modes that can be selected but CSM only has either retire or activate. 

Furthermore, sometimes it will only provide the retire option when it is already in a retired state.

Valid states according to the documentation are:  Retire, Activate, Retire on low memory, and Retire on medium memory.

Conditions:
CSM 4.4 - Seen in both SP1 and SP2. 
CSM 4.5
IPS signature configuration.
