Description (partial)

Symptom:
1. g_spa process crash followed by LC reboot on SPA reload with ATM VC with full netflow scale

2. g_spa process will be blocked in IM when we reset the SPA full line traffic rate.

Conditions:
Resetting SPA with full line rate will cause any one of the above symptoms.

Scale: 16K VCs per LC ( 4 3XOC3 ATM SPAs with 4K VCs each) cofigured for full Netflow

On reloading a 3XOC3 SPA housed in a SIP-700 with the above mentioned scale, the g_spa process crashes followed by the LC going in for a reboot.

MARMOT_TXPA_INTFIFOECC2 interrupt in seen each time the SPA is reloaded.
