Description (partial)

Symptom:
Unidirectional traffic is not flowing for EVC b/w 2 PBs of same node

Conditions:
1. Have a topology with 2 PBs fanned out from 2 PTFs of a node.
			| 5/1-----36/45
M6 Node -----------| 5/2-----36/36
			| 4/1-----37/45
			| 4/2-----37/46
2. Created EVC P2P between 36/9 and 37/5. Before creating EVC, deleted one PPM port in PB 36, where we have one physical connection available.
3. Checked traffic and found that traffic is flowing unidirectionally.
