Description (partial)

Symptom:
MGIDs (Multicast Group Index) are not released to mgid server for client mribv4.  For multicast application, each multicast route is assigned a unique MGID during the route life time. If the route is deleted during the time interval of RSP switch over, or MRIB process reload.  This MGID is not freed successfully back to available MGID resource pool. This issue will not cause any traffic loss on existing multicast flows. It will reduce the system MGID resources. As a result,  system will not support the original maximum number of 128K IPv4 multicast routes.

Conditions:
This behaviour is observed When multicast group scaled on a setup. When the test does the RP Fail-over, or MRIB process reload, the mgid get locked for some particular groups which is not release to mgid server.
