Description (partial)

Symptom:
Negative values in the field TalkOtherTime in the Agent_Skill_Group_Interval and Agent_Skill_Group_Half_Hour tables.

Conditions:
This issue happens if a call crosses the Half hour boundary, then for the same call if we receive NETWORK_REACHED event in next Half hour window. When processing the Network_Reached event OPC will re calculate the Talktime from TalkOther to TalkOut.
